The McDonough County Board will be asked next week to support the issuance of $5.35 million in bonds on behalf of Wesley Village. The board's finance committee unanimously recommended the resolution Wednesday.
Attorney Bruce Biagini examined the terms of the proposed bond issue on behalf of the county. He said there is no county liability regarding the bonds.
"It's a pass through," said Biagini. "It doesn't involve any tax money and it facilitates an opportunity for Wesley Village."
Administrator Shelly Ward said Wesley Village will use about one-third of the bond revenue to remodel its health care center, which is now 28 years old. She said parking will be expanded and electric beds will be ordered for the patients.
Ward said the remodeling should be completed over a four-month period. Biagini said much of the bond issue involves refinancing and this will save the health care and retirement center some money.
County Board Chairman Scott Schwerer said he will conduct a public hearing on the bond issue at 6:30 p.m. Wednesday, just before the start of the monthly county board meeting.
The board will also be asked next week to pass a resolution allowing advance payments of certain bills for the 911 Emergency Communications Center. Schwerer said the time it takes the county to receive, approve, and pay a bill each month has often resulted in late payment charges being assessed against the center.
"This resolution would allow those bills to be paid immediately, and then we will review the expense," said Schwerer.
Schwerer also said he will again ask the county board to approve a resolution in support of the release of state funds for University of Illinois Extension. Despite a promise to the Illinois Senate last month, Governor Rod Blagojevich still has not released state matching funds.
Most offices around the state are running out of money at a time when they should be gearing up for summer fairs. The university had stated in March that as many as 450 employees could be laid off without the receipt of state funds.
